Repeat Rows when Printing

I am trying to setup a file for printing and cant get Rows to Repeat or Columns to Repeat to show up. I don't have any tabs groups and I am using the page setup by clicking through the Page Layout menu.

I am kind of at a loss as to figure out why it won't show up.

When an Excel worksheet spans more than one page, you can print row and column headings (also known as headers or labels) on every page.

Note: You must have more than one page of excel sheet to print.
