Rename table headings using Names in another column.

If I import a table in Excel PowerQuery, what functions and syntax do I use to reference another table for the names of the different columns?

all depends on what you want to achieve

Are the column names records in the 2nd table, or you want the column names from the 2nd table in order to use them on the first?

If the latter, play with the Table.Schema() function on the 2nd table to see what information is available and what you'd like to copy over.
