Remove Decimal and Make 11 Numbers

I need to be able to remove the decimal from a number but keep the cents and make the complete number 11 digits.

9.85 would be 00000000985
100.75 would be 00000010075
11111.90 would be 00001111190

Make sense?

I appreciate the help!
