relative vs absolute (mix)

I want an example when mixed cell reference is needed. for example A$1 or $A1. in all examples I am seeing so far, using $A$1 instead of A$1 or $A1 can fix the issue as well. then I am wondering why need the mix when $A$1 can be used, the link below is one of the examples i have seen so far. Let's say that you want to set up Conditional Formatting on rows 1-100.
You want to highlight the entire row, if the value in column A for that particular row was equal to "Yes".
In this case, we need to allow the rows to "float", but need to lock down the column (so all cells in row 1 will look at A1, all cells in row 2 will look at A2, etc).

So, we would select rows 1-100 (all columns), and use this Conditional Formatting formula:

=$A1="Yes"
