Relationship troubleshooting

Have two tables. Created a relationship between VAT code field in transactions table and VAT code field in VAT codes table.

Creating a power pivot table. When drawing in VAT code from transactions table and VAT code name from VAT codes table, I dont get the expected layout.
Instead of getting one VAT name for each VAT code. I get all VAT names for each VAT code.
The relationship setup was setup by default. It is not much setting you can change for it. It shows 1 under table: VAT codes and * under table transactions.
