It is available as part of the Data Analysis Toolpak. You need to make sure you have the add-in installed. Go to the Office Button, choose Excel Options, choose add-ins, and then Go. Make sure there is a check mark next to Data Analysis Toolpak. Once installed it is available under the Data Tab - Data Analysis.

The LINEST fuction in Excel is a regression formula, if this is what you want.
Otherwise, if you just want the analytic formula there's
regcoeffs = inv(ZT * Z)*(ZT * Y
here regcoeffs is column vector of regression coeffs
inv means the Cayley inverse of the product of the transposed independent variable matrix (ZT) times its untransposed value (Z)
and ZT * Y is the Cayley product of ZT with the column vector of observations on dependent variable values.
You can do this calculation using the Excel matrix functions.
