Reference Previous Quarter's Value

I'm trying to reference the previous quarter's Value in a query. My ultimate goal is to be able to sum up the present value of differences between the current value and the previous value for all quarters. For example, for the quarter 1 row, I want to do (110 - 100)/(1.025^1). For quarter 2, (90-110)/(1.025^2). And so forth - then sum up all of those values.

I saw a potential solution to sort columns then add an index row to be able to reference the previous row's value, but I cannot get this to work properly.
This is in Power BI.

Excel Facts

Quick Sum
Select a range of cells. The total appears in bottom right of Excel screen. Right-click total to add Max, Min, Count, Average.
You should get a calendar table And join it to this data table, even if the calendar table only contains the quarter column.
Then you can use custom Time Intelligence patterns to solve the problem.
