Ratio Percentage

I need a formula to convert the decimal values in both cells into ratio then percentage. I'm looking specifically to get Ratio % of Field to Admin time. I've posted a screenshot below. I'm having difficulties with the GDC, ROUND and Substitute formula. When I apply those formulas the values are large and I'm just trying to have it look like this 4:3.

Yes, that look cleaner!
It might look neater but does it work for you?

If it does work, then you need to adjust your profile information since the CONCAT function does not exist in Excel 2010
If it doesn't work, and that is the answer that you want, then you can use the older CONCATENATE function instead.
Excel Formula:
=CONCATENATE(A1," : ",B1)

Hi, here's another option that you could also take a look at.
Excel Formula:
=SUBSTITUTE(TEXT(B2/C2,"#/#"),"/"," : ")
