% range lookup

I am trying to get a lookup to look at a % in cell D1 then find the % value in A1:A100 that is closest to that value but not higher than it and return the value from that corresponding cell from B1:B100. Like below it would return £5.50.

Any help appreciated

Excel Facts

Why does 9 mean SUM in SUBTOTAL?
It is because Sum is the 9th alphabetically in Average, Count, CountA, Max, Min, Product, StDev.S, StDev.P, Sum, VAR.S, VAR.P.
