Randomly selecting names

I want to use a spreadhseet to create random teams for a project. Here's the scenario:

-1200 possible team members listed in column A
-500 teams listed in column B
-4 people on each team ready to be populated in columns C-F
-End goal is to have every team member makes it on at least 2 teams, no more than 4
-The exact numbers of team members and teams may change in the final exercise

Have started to use the random function but can't figure out how to make sure every team member is selected at least X time and set the limit on the # of times each member is used.

Any help out there?
