Random Select based on 2 or 3 columns

Hi Everyone, I have a spreadsheet that has a unique identifier in column A, in Column J I have a date and in column R I have a function.

What I want to do is pull 25% of the last quarter based on Column, and spread the pull based on function so I don't have all the same function each quarter.

Is this even possible?
