Random Chaos Number generator

Hi Mr. Excel. I wondered if it is possible to create a random chaos number generator algorithm and which computer language would be best suited to do so. It would need to be able to eliminate all previous winning numbers. All sequential numbers i.e. 12345*6, 12345*7, etc. 23456*1, etc, and also eliminate 246810*12, etc, or 3691214*16, etc. 510152025*30, etc. or something similar. And if possible, maybe even create new random number combinations using statistics or such as hot and cold numbers, etc. I addressed this to Mr. Excel but I'd welcome a response from anyone who knows about this. Thank you
