Query External Data w/filter

I'm trying to filter data from an Excel file during the initial data update.

In my Excel file, I have a sheet named "PA" that contains approximately 28,000 records across 30+ project codes. I only want to extract records related to Project Code 300N, which is located in Column D (about 150 records).

Is there a way to filter and pull only the data related to 300N?
 
May be there is a catch, but looking at the problem description just stright, the answer would be:

Use Power Query (Get &transform data) and don't use get/load but transform option. Add filtering step and then Close and load to (not just close and load) to desired location.
