Quarter Years based on Start Date

Hello everyone... I have a situation that is really puzzling with me, so I thought I would ask on the forum.

In column A, I have a list of "start dates" (ex: 1/1/2017, 5/1/2017, etc)

In row 1, I have consecutive date headers (i.e. 1/1/2017, 2/1/2017, 3/1/2017, 4/1/2017 .... )

.....................

I am trying to come up with a formula that will put a "1" to mark the "quarters" -- but not Fiscal Quarters ... I need the Quarters to be based on the start date.

When a customer opens an account, they pay for the first "quarter of the year" - then I bill them every "quarter" after that. The result I am after is shown below. The start date = 1, then every "quarter" also equals 1.
