Pupil allocation

Hi all, A Change of job has left me not using excel for a number of years so just after a pointer to get me in the right direction to help a school out.

So I have a list of 90 pupils that are joining from another school. Each pupil has been allowed to name 3 friends they would like to be classed with. Not everyone will get to be classed with 3 of course but I want to devise a spreadsheet that, given the pupils and the named friends, will by conditional formatting give me a traffic light to see if the chosen classes can be improved on.

Last year this exercise failed miserably due to being left to human intervention only. Many children ended up with NO friends in their class and I want to highlight any of those this year.
