Providing raw data to "non IT" subject matter experts vs a centralised, non excel IT approach

Asking for a friend who works in an organisation where there are some challenges in terms of providing raw data to non IT people... Seems the preference is to centralise requirements in IT with "programmers", ques and an output which is somewhat limited in functionality and usability. Apparently that "reduces risk". This is more than just an emerging issue but we haven't been able to find much on the internet from well known credible sources that support a self service approach using excel tools being the way of the future.

Does anyone have any good links that supports agile analytics/BI being managed within specialized areas such as marketing, sales, supply chain etc?
