Providing Intranet Access Data Entry via browser

I am setting up a fairly basic database to record the closure rate of our department. Quite straight forward, couple of tables only.

Bearing in mind that most users will not have Access XP, is there a way that I can share the database, and get users to update via a web browser Data Access Form? Do they need Access? Would exporting the database as XML help?

I am not very adept at Access, so any online HOWTOs would be appreciated as well.
