Protected Worksheet - Can't modify Accounting Format DropDown in ribbon but can in format cells

This one has me perplexed.

In Excel 2010 or 2013

1. Choose a cell and uncheck the "Locked" property
2. Protect the worksheet (the selection of the "allow" checkboxes seems irrelevant)

You will notice that the "Accounting Number Format" dropdown on the ribbon, when clicked, has no selectable items. They are all greyed out.

It is possible to apply accounting format via the "Format Cells" route but my client makes many currency modifications on a cell by cell basis so this is quite a problem.

I would really appreciate any help.

Thanks in advance ...Ian
