Problem with Internet Explorer EXCEL plugin

when opening a workbook via Internet explorer, IE6, Windows 2000, either thru the address bar or clicking on a link the following strange thing happens.

Only the FILE and HELP buttons want to work, all the rest are visible and not grayed/greyed out, but when clicked on they will not respond.

This only happens with a few users, the rest are fine

Can anyone shed any light, whether it is a local policy lockdown or something obvious that is being overlooked, a user with the problem can log onto another machine with his/her roaming profile and the problem follows them, hence the policy query.

It may just be an EXCEL/MSOFFICE setup or glitch which has manifested itself or been part of another software install.

Any thoughts
