Private Message not sending

I attempted to reply to a private message sent to me and received the following error:

geo77 has chosen not to receive private messages or may not be allowed to receive private messages. Therefore you may not send your message to him/her.

I am assuming he wants to receive private messages since he asked me a question, so I am wondering if there is anything a moderator can do to assist.

it's a user controlled setting. he's set it to not receive.
