Printing quality Excel

I often paste contents from other workbooks as a Picture (Home/Paste/Other Paste Options/Picture (U)), into the main worbook.
Reason is that layout is very different, so can't paste cells.
When the main workbook is printed to PDF, using PDF-XChange, sometimes the print was clean like a vector image, and sometimes very fuzzy, like a raster image.

Finally figured out the reason, see below.
If there is an image within the selected cells which are pasted as a picture to the main workbook, the quality seems to go to fuzzy raster, second example. Because text is so small, yo can't read it.
With cells only pasted as a picture, the quality is clean, like a vector, first example.
Both captions below are pictures.

Can this be fixed in Excel?
Tried to change settings in PDF printer but no luck.
