Print Row at Bottom of Every Sheet

I have a row that includes a Legend for the worksheet. I'd like that to print on the bottom of every page...similar to the Print Title option. Is that possible?

I cannot put it in the footer...too many characters, exceeding 250 characters. Also, would like the legend cells to be used in conditional formatting formulas.
