Some pointers on a high level.
Goto VBAProject, double click on the sheet, choose 'Before save' in the drop down menu.
Add a code which checks if the cells is blank and call ActiveWorkbook.SaveAs ...
You can put some code to make the necessary check and cancel the save.
Put this in ThisWorkbook code module:

Cancel = True

Just keep in mind - there are many ways to save a file with a new name.
