Prevent Editing of Tab Contents if Criteria Met

Is there a way to prevent editing of a tab's contents if a specific condition is met?

We have a budget workbook that contains a budget estimate tab that users should not be able to change after the budget is approved. There is a second tab for submitting a revised budget. So, the user needs to be able to see the original budget tab for reference.

Upon budget approval, the original estimate needs to be locked to prevent further changes. There will be 20-30 of these workbooks every year and we're looking for a simple solution for the administrator to protect the original estimate tab.

You can lock all the cells in the worksheet and protect it with a password or you can hide the sheet.
