"Pretty" input form for Excel 2000 workbook

Good morning! It's a balmy 11 degrees F here in NH this morning.
I have a workbook consisting of 23 worksheets containing background info and calculations, and one worksheet that is the input sheet for user supplied information. I inherited the format and it isn't a straight worksheet with normal columns and rows running from top to bottom. I'm now tasked with turning this into a somewhat more elegant input sheet rather than the hodgepodge I currently have. The current sheet is not in a format that can be made into a table without an extraordinary amount of rework.
It appears that Excel forms would only handle one field at a time. That won't address the wants of the higher ups.
Are there decent options to mask the main sheet and enter the options in a more marketing worthy format?
