PQ Transpose question

Hi,

Using Office 365.

The below snip contains example data for something I am trying to achieve with a much larger dataset.

I'm looking to put the x3 departments as the headers, with names for each department under each header.

Is anyone able to help out with the applied steps or code? Thanks.
