Is there a way to make a column 4 decimals places without using Round? I dont want the number to round up or down.

I know your title says Power Query but is this any use?
Excel Formula:
=TRUNC(A1,4)

If not, perhaps you could expand a little on just what you have and what you are trying to achieve?

In Power Query selecting the Currency Data type will give you 4 decimals but it still has to convert the original figure somehow so internally it will still be rounding.

I used "Extract" in a new column. "First Characters" = 6 I then changed the type back to decimal.

Solution
You could also do something like:

Power Query:
Number.RoundTowardZero([value]*10000,0)/10000
