Power Query Ignoring Top Rows of Range

I setup a Power Query to use a range in the existing workbook. Everything went well. But then when I went to refresh the data, Power Query completely ignores the top three to five (it varies with each refresh) rows of the range. How can I encourage it to keep those rows?
 

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
