Power Query & Data Form Question

Hi!
I am trying to design a spreadsheet for data entry.

As an example below, column A - E will be obtained from an external spreadsheet, most likely a bank statement. Can I make this part into a power query so it updates by itself?
The data in column F - I will need to be updated manually and frequently. Is it possible to create this in a data form? In the data entry form, can it also pre-populate the information from A - E (locked cells that cannot be edited), then only have editable comments in F - I?

Please let me know if this is possible, or if I'm being completely unrealistic.
