Power Pivot DAX question

Good afternoon,

I am trying to do a count if in DAX based on the ROW and what appears in the column similar to what is below.
I do have a unique ref number in "Name" that I can use to run across the row, but I haven't looked at something like this before.

What is the best way to progress with this
