We know that Power BI is free for desktop as well as Power BI services as long as it it used for self i.e. you can not share reports and dashboard without having a Power BI Pro or Premium License and this is applicable for both designer and recipient of the report. But what if we publish the report to our Power BI workspace and give full access to recipient(s) Admin/Member/Contributor? In that case can they view/edit/share the published report exactly the same way the Pro or Premium users can? Or in that case also the Pro or Premium license is required for both designer and recipient?

Everyone has a named user account, either free or pro. If user1 publishes to a workspace and adds another named user to that workspace (at any level) then they will only be able to see the report/workspace if they both have a pro licence or if the workspace is premium. There is only 1 way to share with another user without a pro or premium licence, and that is using “publish to web”. But you should not do this with your business data unless you are happy for everyone on the Internet to find and see the data. Publish to Web is not Secure - Excelerator BI

So in short, everyone that participates in the sharing experience needs a paid licence.
