Power BI-Conditional format a total by category based on thresholds in another table

This is the way it would look in excel, but I need to replicate in PBI.

I have two tables, a sales table and a threshold table.
I need to sum the sales of each fruit by section, then apply conditional formatting based on the thresholds in the second table.

Although it was an add-in in Excel 2010 & Excel 2013, Power Query became a part of Excel in 2016, in Data, Get & Transform Data.
Generally speaking, you can load the sales table and threshold table into PBI.
Create a relationship between threshold and sales on fruit
Create the output table using the section, fruit from threshold and sales
Write a measure that returns the min threshold (test it in the table). Do the same for max threshold.
Once you can see these measures working in your output table, add conditional formatting using a rule that references the measures.

I have the tables loaded, relationships built and and have the output data. The final view I have is the one above w/the three columns on the right... minus the formatting.
I am stuck trying to figure out how to make the formula work so that I can use it in a rule for formatting.

This is a mock up of my current output, using basic rules to conditionally format. I need to be able to add a different set of rules to each fruit.

You should be able to add a compound rule where you select the threshold from the measure and the result of the column, which would be the type of fruit.
