Possible change colour from cells with same value in next row

Hello Ex(cel)perts,

I hope you can help me with the following issue.
We have large excel files with ascending numbers.

If you can see is on row number 17 and 18 the same or double number, namely 16.

I hope with conditional logic that it's possible to colour this double numbers if these are under each other.
With conditional logic on double numbers is not what I want, because the number 16 occurs very often.
Important for me when the same (double) number is under each other.

This should be the result:

Excel Facts

Can you AutoAverage in Excel?
There is a drop-down next to the AutoSum symbol. Open the drop-down to choose AVERAGE, COUNT, MAX, or MIN
Highlight the column starting in row 2, down to the maximum row where you might possibly have data.
Go to Conditional Formatting and add this rule using a formula:

Excel Formula:
=OR(B2=B3,B2=B1)

I must be making a mistake.

am I doing it right this way?

You may have to use the Dutch word for "OR". I have no experience with non-English versions.

If you do use Dutch then it would be OF rather than OR
