Populate expanded list based on compact data

Hi All,

Thank you for taking time to look over my excel challenge.
I have a compact data, which should be extended in a larger sheet. below are both charts. I have given first chart and I would like the second chart to be populated. Prefer formulas, but if it's VBA, that's fine as well.
