Populate blank cells to midpoint with previous value

Hello.
I've been using this forum for a decade and this is the first time I've needed to ask a question because there has always been an answer to my question.

Please help me figure out how to populate blank cells to the midpoint with the previous value i.e. I have semi random sample points taken throughout a storm and need to fill all the time between samples with the sample value. The tricky part is the sample value needs to only fill in to the mid point of the blank e.g. if the first gap is 30 minutes and the second gap is 15 minutes then the preceding value needs to populate down 15 minutes and the next value needs to populate up the column 15 minutes. The value that populated up the column 15 minutes also needs to populate down 8 minutes.

Column D in the screenshot shows the values and the gaps to be filled.

Any and all help is greatly appreciated.
