Podcast 643 Offset Formula

Hi,

Just wondering if anyone could give me the OFFSET formula used in Bill Jelens Podcast 643

I can't quite see as the picture quality is just not good enough

I have followed everything but cannot read the formula at the end

Any ideas why it shows one "0" but not all "0"'s

I don't see where in the video it's showing 1 zero but not more until Bill changes a value.
