plz help!--csv (Excel) to iCal

Tried everything to convert to iCal format so i can add it to my Windows 10 Calendar and Google Calendar. I have downloaded softwares, used online converters, searched the web for answers, followed links to other how-to's, etc. Someone told me it's because there is not title header, however, there is--so I'm still confused. Nothing is working! Please help!! :) Please see safe, google drive link to access to CSV file, below:



I’m sorry if i am sounding entitled or speaking like someone should do the work for me, but I genuinely and truly am lost and have no idea what else I can do. So if you can convert it for me and send it to me, I would be so very incredibly grateful! :)
