Please help with formula

Hopefully someone can give me a hand with this one as I've been stuck for a few hours now trying to get this done correctly. I have 3 columns that I'm trying to get a dropdown that displays the current system time and allows me to once clicked autopopulate into the selected cell within the column. The other tricky part is I'm trying to get the time to display as ddMMMyyyy hh:mm. MMM should be the first 3 letters of the month in caps. If someone can please help me with this I would be greatly appreciated.

I can help you with the date part. If you go to format, go down to custom, type exactly what you have, hit enter

For the first part, are you aware of the NOW() function?
