Please help this idiot - how can I display the row percentage in a pivot?

Honestly, I'm ashamed I can't figure this out.

I have data that has group names in the row (subject, institute, location), then columns are numbers. I want to show the row percentage of the location but none of excel's default options are working. Instead of the % of the parent row or column, I either get a blank or 100%. Please help

The % of parent row options options only work within each value field. All your columns are separate fields, so each value is 100% of that field. You need to alter your source data.

Solution
@CaptainPartyCat, have you considered unpivotting the data using Power Query (put A1, A2 etc into a column with the value next to it). Then you will be able to produce the pivot that you have in your image.
