Please correct Conditional Format formula -

=AND(F13="",LEFT(H13,4)="0")
=AND(F13="",LEFT(H13,4)=0)

Both formulae are not working.

I want the formula to highlight the cell if the two conditions are true.
The corresponding cell in colulmn F is blank and,
the 5th digit the from the left or 4th digit from right, (always eight digits account number), is "0".

Why are you comparing 4 digits to zero, or do you want to extract the 4th digit?

Sorry I got it,
I should be using mid function instead of left or right.
