I created a pivot table, I have 3 fields in the rows, and 3 fields in the values. The first field in values is what I am focused on, let's call this Total Values.
How do I get the conditional format to highlight the lowest "Total Value = Column C" for ONLY the 3rd row fields. I hope I am explaining this good enough to understand.

I have subtotals on, they are required for what I am doing. I know this has to be possible. For the most part in my real project, there are about 2 values for each of the 3rd row fields.
Below is an other example of my pivot. Ignore the math, its just an example. The 3rd row here being "quarter" I just want the lowest value to be highlighted. Not the subtotals, or grand totals, just lowest value for quarter 1 and 2 for each state.
John - $600
NJ - $300
Quarter 1 - $250
Quarter2 - $50
TN - $550
Quarter- $400
Quarter- $150
Mary - $6000
NJ - $300
Quarter1 - $250
Quarter2 - $50
TN - $550
Quarter1 - $400
