Pivot Chart Will Not Display Minutes in Proper Format on Vertical Axis

The pivot chart is a bar graph with time on the vertical axis and transaction count on the horizontal. (see image)
The time displays with 12:00:00AM format no matter the format selected in the chart or the pivot table column with the source data.
I thought Units setting in the vertical/horizontal (value) axis settings was the answer but it is omitted from whichever axis time is assigned too.
I tried mm:ss, [h]mm:ss, mm, ss, mm:ss and standard Time options in the Number section of Format Axis.
I treid line, radar, area charts: same thing.
I even changed the time format on my computer to military to see if at least the AM would drop off - no.

I need the vertical axis to display 1 minute intervals independent of time of day: <1m , 1-2m, 3-4m ...

I am new to excel but this seems a basic thing. What am i missing?

Any help is welcome. Hoping there is no coding involved.
