Personal.xlsb missing

In EXCEL 2010, my personal.xlsb does not automatically load/open if I open an EXCEL file by double clicking an .XLSX file from Windows Explorer. if I open EXCEL from the Start menu then it does automatically open the Personal.xlsb file.

Why does this happen and how can I fix this?

Workdays for a market open Mon, Wed, Friday?
Yes! Use "0101011" for the weekend argument in NETWORKDAYS.INTL or WORKDAY.INTL. The 7 digits start on Monday. 1 means it is a weekend.
