permissions in access

I am getting the following error when I try and open an access database.

"The current user account doesn't have permission to convert or enable this database."

How do I go about setting the permissions to user level (or allowing all to access it)so that I can access the database. Tools -> Security -> User and Group accounts is the only option available to me.

What version of access is installed and what version are you trying to open?

I'm using 2000 and the database is in 97.

In have tried importing to a new database with no success. I have also tried opening the database using 97 but the same error message appears.

A year ago I did encounter a similar sounding error message but I did link it to opening A97 with A2K on a WinNT network share when the opening user did not have edit authority (NT) to the drive location.

I didn't try to turn on the security module on my PC right now, but if you lack the other options, sure sounds like the security module might have been enabled. I'm sure somebody else who has worked with this more than I will speak up.
