perform an average of non blank cells (each cell multiplied by number first)

I'm trying to calculate an average of a range of cells with each cell in the range first multiplied by 24. I also need to exclude zeros in the calculation. The issue is when I select a different Region in the Region Selector and there are less cities in another Region, I get a Value error. Can I attach the file?
