Percentage calculations - please help

So here is what i want.
1. I have list of items with me. If that particular item is available with me that means it will come under "Yes" and its value i have given as "1" and "No" & "NA" will be "0"
i need final calculation to be as "100%": if the value for each item is "1" for either "Yes" or "NA"
if the value under "No" comes in "1" the overall calculation will be reduce from "100%"

Hope m able to explain my requirements.

What would the value be, as a percentage, if the item was "No"?

In Scenario 1, if you change the formula to =IF(OR(C3=1,E3=1),100%,95%), and then change the format to a percentage. Then the Average Function will work.
