Percent Less Than Value

I work at a stainless steel fab shop that deals with laser and waterjet cutting. We are trying to get the best possible tolerances for our customers, but I'm not the brightest when it comes to excel. We measure our parts, then record how far off the actual tolerance is from the theoretical (let's say it was 0.006" off). If it is under sized, we have a negative value. We've been recording this data for different thicknesses for some time now.

We have a different tab for each plate thickness with long lists of measurements, but I want to make a chart that basically says, "this percent of measurements for this thickness is under 0.020" off the theoretical, this percent is under 0.015", 0.010", etc. What equation can I use to do this? Sorry if I did a bad job explaining my situation, please ask if you have questions and thank you for your time.
