Payout structure for a poker tournament

Hi, I'm new here so I hope I am following the guidelines correctly. There have been other posts regarding this matter but I have yet to see someone figure out a certain problem.

So I am trying to put together a poker tournament payout structure, where X amount of players are paid out of Y amount of entrants.
I want last place to pay at least double the entry fee and small gradual increasing increments all the way to 1st place.
However my issue lies with grouped tier payouts.
1st-9th place is all single payouts, then the grouped payouts start.
10-12th pays the same
13-15th pays the same
16-18th pays the same
19th-27th pays the same
28th-36th pays the same (where 28th-36th is the minimum payout of double the entry fee)

Is there a formula for something like this?

Also is there a way to automatically balance out the payouts % from weighted distributions? example i currently have 1st place paying 20% of the prizepool and when I adjust it to 18%, it automatically adjusts all the other payout spots to keep the total amount paid out at 100%, instead of me having to adjust each individually.
