Patient List with relational tables (one-to-many relationship) in Excel?

I have a list of patients in a Excel table with various headers (admit date, length of stay, discharge date, demographic info, etc.) but have additional data for each patient that needs to be documented and related to each patient record (row). Each patient can have multiple records of specialized consultations. Each patient has a unique identifier but I need to be able to enter these consultations as they occur including date, type of consultation, and recommendations. This is easily done in a database such as Access but can Excel provide this function and if so, how to create the relationships and how to enter data as it occurs? I am using Excel 2016 on a Windows 10 machine.

I'm not sure how workable a table per patient would be so why not have a single table with all the patient keys?

The queries would be the tricky part which you'd need to build. Something like this for "Show me all consultations for a given patient Id".
