Pasting Conditional Formatting (from single to merged cell)

I have conditional formatting in a single cell to show a red or green status.
I am looking to copy that exact formula into merged cell in another section of a spreadsheet (using the same formula and formatting as the original).
When i copy & paste special - formats, the merged cell turns into numerous blank cells.
I am using Excel 2007.

Is there a way to copy and paste conditional formatting from a single cell into a merged cell?
